To stop Pokemon from evolving, you must press and hold the B Button during the animation for evolving. If done correctly, the evolution will stop. Note that if stopped this way, the Pokemon will try to evolve again as soon as it levels up.

Yes, you should delay evolutions, but only when there are specific moves that can be learned sooner or exclusively by the pre-evolved Pokemon rather than the evolution. These moves are powerful enough to warrant delaying the stat boost from evolving.
This is especially true for Pokemon that use Stones to Evolve, as it is often the case that the evolved form has a limited movepool from leveling up, and will need TMs to compensate.

Aside from learning specific moves, it's usually better to evolve as soon as possible. This is due to the large stat boost that evolving provides, granting your Pokemon a significant improvement in combat.
