Azurill is acquired by breeding either a Marill or an Azumarill while they hold a Sea Incense. This will result in the egg becoming an Azurill egg instead of just a Marill egg.

To breed Pokemon, you have to access the Four Island Daycare, unlocked during the post-game after becoming the Champion.
