Clefairy can be obtained at the Celadon Game Corner by purchasing them from the rewards counter. Unlike most other purchases, they can only be bought using the Game Corner's coins, meaning you will need to either farm coins by playing the slot machines, or by purchasing a ton of coins with Poke Dollars.
