Psyduck can be found at the locations listed above. This means that you will need to go to one of the areas and either catch them in the wild, trade for them from an NPC, or obtain it as a gift.
As a note, Psyduck is exclusive to Pokemon FireRed. If you're playing the other version of the game, you won't be able to find them naturally, and will have to trade for them instead.
