Staryu evolves into Starmie using a Water Stone, so leveling it up only affects the moves it learns and not when it evolves.
Where to Get Water Stone and How to Use
| Level | Moves Learned |

| After Lv. 28 | Once Staryu reaches Lv. 28, it already has access to some of its best moves, Recover, Swift, and Bubble Beam. You can evolve it into Starmie and focus on TMs and HMs as you progress through the game. |
| After Lv. 46 | One of the strongest Water moves, Hydro Pump, is learned by Staryu at Lv. 46. |
Staryu is best evolved into Starmie either after Lv. 28 or Lv. 46. If you reach Lv. 28, you already gain access to majority of its better moves, as you'll want to train it with HMs and TMs for better utility and coverage.
You can, however, hold off on evolving it until after Lv. 46, where Staryu learns Hydro Pump. This is one of the strongest Water-type moves in the game, and it benefits further from it with STAB.
