Scyther can be found at the locations listed above. This means that you will need to go to one of the areas and either catch them in the wild, trade for them from an NPC, or obtain it as a gift.
As a note, Scyther is exclusive to Pokemon FireRed. If you're playing the other version of the game, you won't be able to find them naturally, and will have to trade for them instead.

Scyther can be obtained at the Celadon Game Corner by purchasing them from the rewards counter. Unlike most other purchases, they can only be bought using the Game Corner's coins, meaning you will need to either farm coins by playing the slot machines, or by purchasing a ton of coins with Poke Dollars.
