Scyther can be found mostly in the Safari Area and can also be bought at the Game Corner.
As a note, Scyther is exclusive to Pokemon FireRed. If you're playing the other version of the game, you won't be able to find them naturally, and will have to trade for them instead.

Scyther can be obtained at the Celadon Game Corner by purchasing them from the rewards counter. Unlike most other purchases, they can only be bought using the Game Corner's coins, meaning you will need to either farm coins by playing the slot machines, or by purchasing a ton of coins with Poke Dollars.

You can purchase Scyther for 22 nuggets in Pokemon FireRed. Each nugget sells for 5,000 Poke Dollars, with 10,000 being required to get 500 Game Coins from the Main Counter.
If you didn't do the Nugget Bridge exploit, consider duplicating nuggets instead via the Mail Glitch method.
