Found in Upper Dominion
Timekeeper is located in Upper Dominion, Terminus District in Dominion. Timekeeper appears as a boss encounter in the main mission, The Timekeeper's Order.
Timekeeper can also be repeatedly farmed after you complete The Timekeeper's Order . Return to the location after the main mission and spend cash at the Moxxi's Big Encore Machine near the entrance of the boss arena to re-farm it.

Use Shock, Corrosive and Incendiary Weapons
Timekeeper has three health bars. Start with Shock weapons to strip its shield bar quickly, then switch to Corrosive to deal with the armor bar. Once its armor is gone, finish the fight using Incendiary weapons to burn through its flesh bar efficiently.
Dodge Leap Attack by Dashing

Timekeeper will leap into the air and slam down on your position, dealing heavy damage in a marked triangle. Dash sideways just as the marker stops at your position to avoid getting hit.

Timekeeper will occasionally attack with two laser beams from its hands, sweeping them across the arena. You can avoid taking damage by crouching under the beam.
Kill Flying Observer for Second Wind
Flying observers will spawn during the fight. If you get knocked out, you can kill them to get second wind.
