The Goalkeeper has a chance to drop from Vile Ted and The Experiments in Hydrus Sublab in Terminus District, Dominion. You'll first encounter these bosses during the side mission, Below the Surface.

Vile Ted and the Experiments can be fought again by paying the Moxxi's Big Encore Machine nearby the boss' arena.
