The Timekeeper's New Shield is a possible drop from defeating The Timekeeper in the Upper Dominion at the Terminus District of Terminus. You will fight Timekeeper during the main mission, The Timekeeper's Order which is the second to the last main mission of the story.

Timekeeper can be fought again by paying the Moxxi's Big Encore Machine near his boss arena.
