The Stray Sniper Rifle is a chance drop after defeating Pango and Bango right below the Tender Cage Ripper Drill Site located at Lopside, Carcadia Burn.

Pango and Bango can be refought by paying Moxxi's Big Encore Machine which can be found near the boss' area.
