Borderlands 4 doesn't call it New Game Plus, but you can create a new character at Level 30 with Ultimate Vault Hunter (UVH) Mode enabled. Ultimate Vault Hunter starts a new character with the campaign already cleared. This means all of the game's features are unlocked from the start and you'll get to fight harder enemies with better loot. This allows you to try out the other classes without having to start from the very beginning.
However, this isn't a true NG+, as you don't start over from the beginning with your equipment and levels carried over. You can still replay main missions if you want to re-experience the story with a different character.
Best Character and Vault Hunter Tier List

Borderlands 4's post-story content or endgame is under Ultimate Vault Hunter mode. It is the game's hardest mode with five ranks of difficulty. Each rank will ramp up the difficulty but will increase the loot you can get.
Though it is more difficult mode, it will be easier to get Legendary weapons to massively upgrade your build. To unlock the next rank, you need to complete a new set of Challenges and a Wildcard Mission.
After you unlock a rank of Ultimate Vault Hunter, you can use Maurice's Black Market. It is a vending machine that sells Legendary Weapons for cash. Its location will change every week.

There are two challenging encounters that change every week: Weekly Big Encore Boss and Weekly Wildcard Missions.
The Weekly Big Encore Boss will be a supercharged version of an Encore Boss. It will cost Eridium to fight it, but it also has a higher chance of dropping its higher quality loot. Check the game weekly if a Big Encore Boss has a Legendary drop you need.
The Weekly Wildcard Mission is an extremely difficult mission with most enemies having unique traits. However, it has a guaranteed Legendary drop as a reward.
