At the center of Someday Rise Safehouse is a large house containing the command console. Upon entering the area, you will be attacked by manglers. Kill them all before looking for the datapad.

Run southeast to see a small shelter with a bed under it. On the bed is the datapad.

Someday Rise is located in Idolator's Noose and is near the side mission Electroshock Therapy.
