Note that you are not required to select skills within a tier to unlock the next one. For example, you can unlock the third tier by investing 15 points into first tier skills.
Augments and Capstones are automatically unlocked as you go down a skill tree. They dramatically change the behavior and properties of Action Skills enabling unique play styles.
Only one Augment and Capstone can be equipped to an Action Skill.
