Vile Lictor is located in Umbral Foundry, Windspear in Terminus Range. Vile Lictor appears as a boss encounter in the main mission, His Vile Sanctum.

Vile Lictor can also be repeatedly farmed after you complete His Vile Sanctum. Return to the location after the main mission and spend cash at the Moxxi's Big Encore Machine near the entrance of the boss arena to re-farm it.

In Phase One, Focus your fire on Vile Lictor's hands to expose a glowing weak spot in his chest that takes significantly increased damage.

Use Floating Rocks to Avoid Arena Explosion in Phase Two

In Phase Two, Vile Lictor will ocassionally unleash a massive explosion at the center of the arena that deals heavy damage. When this happens, quickly grapple onto one of the floating rock platforms to stay safe.
