Maurice's Black Market Machine can be found in Hungering Plain, located in The Fadefields region. We recommend traveling to The Launchpad as this is the closest fast travel point. From there, pin your waypoint similar to the pictured Map Location above and follow it until you arrive in The Flarewell.

The Black Market Machine is located on the second floor of the left-side building. You'll need to enter a door and fight your way through to find it.

To access the Black Market, you have to finish the main story and get new missions for Ultimate Vault Hunter. One of them is Maurice's Bounty. Complete it to unlock the Black Market Vending Machine.
