Maurice's Black Market Machine is located in Sandytoes Villa, on the west side of the Fadefields. The nearest fast travel point is the Abandoned Post, southeast of the villa. You’ll find the machine in a wooden shack by the dock.

To access the Black Market, you have to finish the main story and get new missions for Ultimate Vault Hunter. One of them is Maurice's Bounty. Complete it to unlock the Black Market Vending Machine.
