The Oak-Aged Cask has a chance to drop from the Skull Orchid after defeating it in the Embossed Fault - an Abandoned Auger Mine in Grindstone of the Worthy, Carcadia Burn.
Skull Orchid can be refought by paying Moxxi's Big Encore Machine which can be found near the boss' area.

It's slow to charge up. When it does finish charging up, it generates an overshield. I don't know the exact amount of overshield or if it has to break again before the overshield can reapply.
