For the best Harlowe build, the Cosmic Brilliance skill tree with the Flux Generator is a great choice, as it deals AoE damage and applies status effects to enemies caught in its radius, while also shielding, healing, and buffing allies who stay inside. When used at the right time, the Flux Generator can easily turn the tides of battle, be it with regular mobs or with badasses.

Neutron Decay Whenever Harlowe Irradiates an enemy, she gains increased Gun Damage. This effect can stack. The best skills for the Leveling Build revolve around maximizing Action Skill Cooldown and Damage, as well her Flux Generator's healing to increase Harlowe's survivability.
The passive skills you get from the Creative Bursts Tree will help increase Harlowe's Status Effect Chance, which in turn improves her Action Skill Cooldown Rate. It will also buff her Elemental Damage and Status Effect Damage.
Early on, prioritize Mains Hum and Momentum in the Cosmic Brilliance tree for both survivability and damage, as well as Mass Function and Neutron Decay for faster reload speeds and improved Gun Damage, respectively. Round this off with points in Resonance Cascade to improve your Flux Generator's damage, as well as Confirmative Reality for Active Skill Cooldown reduction to you and your allies.
Once you unlock the next branches, focus on the first branch and get Decoherence for the increased damage to Entangled enemies, Feedback Loop for numerous Action Skill buffs when Entangling enemies, and Runaway Reaction to apply Entanglement even without the Action Skill easily.
Once you get the needed passives, max out Fuzzy Math, Elementary, and Test Subjects in the Creative Bursts tree (Red Tree). Fuzzy Math gives Status Effect Chance, Elementary improves Harlowe's Elemental Damage and Status Effect Damage, and Test Subjects increases her Action Skill Cooldown Rate whenever she applies a Status Effect on enemies.

Starting at level 6, equip the Coronal Mass Ejection Augment to deactivate the Elemental Resistance of all enemies, as well as to increase the Status Effect Chance of all allies inside the Flux Generator.
Once you reach level 16, however, swap this out for the Unified Theory Augment, as it provides increased Action Skill Damage based on how many enemies and allies are inside the Flux Generator.

For the capstone, Potential Transference is a must. Not only does it allow you to easily aim where you want to relocate your Flux Generator, but it now also deals Shock damage whenever you relocate it. Ohm I Got is the best weapon for Harlowe in this build thanks to its synergy with Harlowe's Flux Generator. Because the Flux Generator provides Overshields, you will be able to enjoy Energy Transfer's effects, providing both 50% increased damage and unlimited ammo as long as you have an Overshield.
The fast rate of fire of Submachine Guns makes it a perfect fit for Harlowe as her skills synergize well with elemental damage and Status Effects.
Maliwan is the best manufacturer when it comes to elemental weapons, so getting a Maliwan Submachine gun for Harlowe is a must. For this build, try to find a Radiation Maliwan Submachine gun, as that will synergize with the selected Passive Skills. If you can get the Rocket Scientist Gravitar Class Mod, then getting a Shock Maliwan Submachine gun works as well.

AF1000 is the best Repkit for Harlowe thanks to its increased duration and decreased Cooldown Duration. Rather than her main source of healing, however, this acts more as a backup healing source, as her Flux Generator is capable of providing large amounts of healing and Shields.

The Jelly is the best Ordnance for Harlowe thanks to its Self-Replicating trait that lets it bounce around as long as it hits a solid surface, with each bounce causing a small explosion. This makes it perfect for quickly applying Status effectson enemies thanks to its multiple explosions, as well as taking care of mobs of smaller enemies.

Bio-Robot is the best Class Mod for this Harlowe Build as it creates Cryo and Radiation Hazards whenever Harlowe Entangles enemies. These Hazards can apply Status Effects, which in turn can help Entangle even more enemies.

Watts 4 Dinner is the best shield for Harlowe thanks to its bonus Shock Damage whenever she has an Overshield. As she can get Overshields from both her Flux Generator and the shield's own Overshield Eater, she will be able to keep the Bonus Shock Damage active easily.

As you want to spread Status Effects to easily Entangle enemies, the Infuser Enhancement is the best Enhancement to use as it spreads Status Effects whenever you kill an enemy. Alternatively, you can also use the Synthesizer Enhancement as it increases the Status Effect Damage you deal.

GOOJFC is the best Firmware to equip on Harlowe as it provides up to +30% Action Skill Cooldown Rate and +15% Action Skill Damage. As you want to use your Flux Generator more often, GOOJFC will help you do just that.

We recommend taking the following Specializations, investing ten points each in Brute and Sharpshooter to unlock the Killer branch. Once Killer is unlocked, invest ten points in it to unlock both Contamination and Compounding Afflictions.
Afterward, invest ten points in Runner to unlock the Daredevil branch. Once Daredevil is unlocked, invest twenty points in it to unlock Now With Caffeine and A Honed Mind.
Once you have the needed Passives, invest more Specialization points into Killer for more Critical Hit and Status Effect Damage and Daredevil for better Action Skill Cooldown Rate.
The Flux Generator not only provides shields to Harlowe and other allies inside it, but it also damages any enemy that is caught in its radius.
As such, always start fights with the Flux Generator, as it will provide you with both survivability and damage that will help you deal with fights easily.
Radiation Grenades will help increase your total damage output, as this build synergizes well with Radiation damage.
Try to farm a Radiation Jelly Legendary Ordnance to easily deal Radiation damage. Alternatively, try to look for Radiation Order Grenades as these grenades will automatically seek enemies, removing the need to precisely aim your grenade throws.
To farm EXP efficiently, accept Side Missions and Bounties whenever possible, instead of just aimlessly wandering the map.
Side Missions and Bounties reward you with EXP upon completion, and most of these require you to fight various enemies, allowing you to gain EXP from multiple sources per mission.
Other than completing Side Missions and Bounties, you can also earn a lot of EXP by farming mobs you run into during your travels across Kairos. Additionally, you can also participate in World Events and Points of Interest that involve defeating a lot of enemies, such as Drill Sites!
With the Cosmic Brilliance skill tree, this build increases the buffs, healing, and shielding that you can provide your allies, while also improving Action Skill Duration and minimizing Action Skill Cooldown to not only increase the uptime of the buffs, but also of the AoE damage that comes with the Flux Generator.
Although this build can be used to fight bosses, it is not optimized for it and may take you some time if you try to fight bosses using it. If you plan to farm bosses as Harlowe, consider checking out our designated Boss Farming build for Harlowe!
