The Solar Flair weapon skin is unlocked as a reward from completing the Guns Blazing or Shadow of the Mountain story missions. Claim it by opening the reward chest for the mission through the Rewards button found in your Inventory tab.

To equip the Solar Flair weapon skin, open your ECHO Menu, then go to the Customizations tab. From there, select Weapon then click on any weapon you own to apply a skin to.
