Listen to the troubled child's story
Start the quest by speaking to the Curious Child near the center of Viscint, along the street towards Niez. They'll ask you to find several fishing spots all over Dahnan.

Start the hunt by speaking to Drashin at the other end of Viscint, near Trasilda Highway's gate.
