Shionne the Fashion Critic is a sub-quest in Tales of Arise that can be completed after The Way Forward Main Quest after Ganath Haros. Learn how to complete Shionne the Fashion Critic, all of its possible endings, how to unlock it, its location, as well as its rewards.
How to Unlock Shionne the Fashion Critic
Defeat Balseph
Shionne the Fashion Critic will be unlocked after defeating Lord Balseph. Once he's defeated, head over to Ulzebek and talk to the Handsome Nobleman there.

How to Complete Shionne the Fashion Critic
Progress the Main Quests until The Way Forward
This Handsome Nobleman takes a while to pick out a piece of clothing to his liking. For this sub-quest to be completed, you'll need to progress through the main story until you finish the Ganath Haros portion of the main quests. After this, your party will find their way back to the other areas during the quest The Way Forward, before heading to The Wedge.
Simply head back to Ulzebek during this part and talk to the Handsome Nobleman to complete the sub-quest. There are no other advanced requirements except progressing through the main story and waiting for the NPC.

you do not need to beat Eljarania in order to complete this quest. i havent yet gone to The Wedge and have completed this quest. it does require the defeat of Lord Vholran though.
