This sub-quest is available as soon as you finish investigating Nevira Snowplains in Cyslodia during the Disappearance and Distress main quest.

You can complete The Ties That Bind by completing the following objectives:
Start the quest by speaking to the Considerate Brother by the bridge in Messia 224.
The young man and his brother are located in Rudhir Forest, just outside Messia 224's gate.
Continue through the eastern path that circles the main road. You'll have to clear two sets of Ropers and Berserkers along the way. Make sure to utilize Dohalim's boost attack to limit the berserkers' mobility during the fight.
Speak to both of them again at the end of the path. They split up after the brief conversaton.
The quest ends once you return to the Considerate Brother in Messia 224. He'll be in the same spot he was when the quest started.
