This sub-quest is available as soon as you finish investigating Nevira Snowplains in Cyslodia during the Disappearance and Distress main quest.

The Ties That Bind Walkthrough Guide
You can complete The Ties That Bind by completing the following objectives:
- Talk to the young man
- Meet up with the young man and his brother
- Defeat Zeugles blocking the way
- Continue after the young man and his brother
Talk to the Young Man
Start the quest by speaking to the Considerate Brother by the bridge in Messia 224.
Meet Up With the Young Man and His Brother
The young man and his brother are located in Rudhir Forest, just outside Messia 224's gate.
Defeat Zeugles Blocking the Way
Continue through the eastern path that circles the main road. You'll have to clear two sets of Ropers and Berserkers along the way. Make sure to utilize Dohalim's boost attack to limit the berserkers' mobility during the fight.
Continue After the Young Man and His Brother
Speak to both of them again at the end of the path. They split up after the brief conversaton.
Return to the Young Man in Messia 224
The quest ends once you return to the Considerate Brother in Messia 224. He'll be in the same spot he was when the quest started.
