Head to the center of Traslida Highway and speak to the Elderly Female Farmer on the ranch. This can only be unlocked after completing the "Free From Pursuit" main quest.

You can complete Clearing the Land by completing the following objectives:
Start the quest by speaking to the elderly female farmer in Trasilda Highway. She's on the ranch at the center of the area.
Head west and clear groups of Zeugles until the quest objective updates. You just have to roam around and fight waves of zeugles for this step.
The quest ends once you return to the ranch and speak to the elderly female farmer again
