You can purchase the DLC from the title screen by simply clicking Download Shop. Doing this will bring up the PS store where you can look into more information regarding the DLC, as well as purchase them.
You can also purchase the DLC while camping by clicking downloadable content. This will also show you more information about the DLC and how to purchase them. With this feature, you don't have to go back to the title screen or the PS store just to purchase Tales of Arise's DLC.
Lastly, once you have purchased your favorite DLC, you can receive it by clicking downloadable content then click unclaimed DLC items.
