Seaside Tornadoes can be unlocked as soon as you unlock the main quest “The Way Forward”.

Defeat the giant bird zeugle along Tuah Seashore (this includes a level 42 Stormbringer and 3 level 39 Archer Hawks) |

Defeat the Giant Bird Zeugle at Tuah Seashore
You can find Stormbringer, the gigant bird zeugle, in Tuah Seashore and it will be Level 42.
Aside from Stormbringer, you'll be dealing with 3 Archer Hawks that are level 39 for this fight. Take down these birds first so you can focus on Stormbringer later on without any distractions.
Use earth artes to fight Stormbringer and aim for its right wing as much as possible. Additionally, use Shionne's Boost attack a lot to take them down easily.
