How to Unlock The Phantom Flower of Nevira
Reach the End of The Way Forward Main Quest
Echoes can be unlocked once you've reached Cyslodia after the events in Ganath Haros. Players will be able to access the other areas again during the last part of The Way Forward main quest. It will be before heading to The Wedge.
Take note that the quest will not show up with a letter icon on the map. Players need to head to the Library at Autelina Palace to activate the cutscene.

Defeat Meneiys with Different Elemental Artes
This horned zeugle only appears at night at Lake Nevira and it surrounds its body with astral energy that it absorbs from its surrounding environment.
Meneiys has a wide range of elemental attacks that can easily damage your characters. It is also capable of changing its elemental type so be sure to equip artes that counter the current element it is using.
When Meneiys' elemental form changes into ice, use fire artes. When its horns and tail becomes red, use water artes.
Meneiys can also harness electricity to improve its attacks. You'll notice the change when parts of its body turns yellow. It can be difficult to fight it using melee attacks since it can discharge lightning and lightning orbs that can shock your characters. When in this form, we recommend using Dohalim and his dark artes to take Meneiys down.

Anonymous over 1 yearYou can unlock this quest without beating the game at all. I unlocked it before even leaving Dahna. You do have to beat Lord Vholran before it unlocked though, it seems.
