The Keeper of Wallets unlocks mid-way through the "Budding" main quest. The quest appears once you return to Viscint after helping Bogdel with his Zeugle in Pharia Ranch.

You can complete The Keeper of Wallets by completing the following objectives:
The quest starts by speaking to the Shopkeeper in Viscint, just beside Viscint's fast travel point.
Head to the training grounds east of the fast travel point and spar with the Caravan Soldiers inside. You'll be using Kisara and Dohalim for the entire training session. Training ends once all soldiers are defeated.
Finish the quest by returning to the same shopkeeper by Viscint's fast travel point.
