The quest is available in Calaglia - Ulzebek after completing the Faceless Main Quest and Flower of Happiness Sub-Quest. Head towards the eastern part of the area, and talk to Nayth.

You can complete Grenar's Important Letter by completing the following objectives:
Travel to Ulzebek, and head to the most eastern portion of the area. Talk to Nayth so you could begin the sub-quest.
Head to the center portion area of Ulzebek, and talk to Grenar.
Fast travel to Pelegion - Level 1, and head west of the area. Talk to Tilsa when you see her.
Fast travel back to Ulzebek, and report back what Tilsa told you.
Head back towards Nayth, and fill him in on the whole thing so you could complete the sub-quest.
