Rash is a Nature that increases a Pokemon's Sp. Atk, but lowers their Sp. Def in Pokemon FireRed and LeafGreen (FRLG). See an overview of the Rash Nature, as well as how to get it here.

When leveling a Pokemon with the Rash Nature, they will gain increased Sp. Atk at the cost of less Sp. Def. If you dislike this nature and want to change it, then you will need to either catch the Pokemon again or breed for a new one.

Anytime you catch a Pokemon or hatch it from an Egg, its Nature will be randomized. Unfortunately, this means there is no way to consistently and reliably get the Rash Nature, and there are no items that can change a Pokemon's Nature either.
For static Pokemon that aren't randomly encountered, like Legendaries, or Pokemon that are gifted to the player, like the starters and Eevee, you use the soft reset trick to farm for the Nature that you want. It's recommended to save right before getting the Pokemon to help speed up the process.
