To get Magmar, you will need to get them via evolution. This means that you will need to get their pre-evolution first and then fulfill their evolution requirement to get this Pokemon.
As a note, Magmar is exclusive to Pokemon LeafGreen. If you're playing the other version of the game, you won't be able to find them naturally, and will have to trade for them instead.
