Articuno is found at the lowest level of the Seafoam Islands. Get through the caves and have the Boulders drop down the holes using Strength to reach the Legendary Pokemon.
Make sure to prepare for the battle by bringing at least 50 Ultra Balls and training your team to Lv. 55+ to fight against the Lv. 50 Articuno.

Before attempting to catch Articuno, make sure you have both Strength and Surf. These Hidden Machines (HMs) are required to navigate the puzzles and water routes inside the Seafoam Islands. Without them, you won’t be able to reach the lower floors where Articuno appears.
This requires you to beat Gym Leaders Erika and Koga first before anything else.
List of All HMs and How to Get Them

Articuno is a Legendary Pokemon, which means it has a very low catch rate. Bringing a large supply of Ultra Balls will significantly increase your chances of catching it.

Articuno appears at Level 50, so having a team around Level 55 or higher will make the battle much safer.
Higher-level Pokemon can better withstand Articuno’s powerful Ice-type attacks and help weaken it without accidentally knocking it out.
EXP Farming Guide: How to Level Up Fast
Status conditions make Legendary Pokemon much easier to catch. Bringing a Pokémon that can inflict Sleep or Paralysis will greatly improve your chances of capturing Articuno once its HP is low.

Articuno can be found on B4F of the Seafoam Islands. After solving the boulder puzzle and navigating through the caves, you’ll eventually reach the chamber where the Legendary Pokémon awaits.
Save your game before interacting with Articuno so you can retry the battle if needed.
