Zapdos is found in the Power Plant, which can be reached by using Surf in Route 10. Make sure to prepare for the battle by leveling up your Pokemon and getting at least 50 Ultra Balls, as Zapdos is Lv. 50 during the encounter.

Before attempting to catch Zapdos, make sure you have Surf. This Hidden Machine is required to reach the Power Plant, where Zapdos is located. The facility sits along the river near Route 10, and you’ll need Surf to access it.
You must defeat Koga at the Fuchsia City Gym to obtain the Soul Badge, which allows you to use Surf outside of battle.

Zapdos is a Legendary Pokemon, which means it has a very low catch rate. Bringing a large supply of Ultra Balls will significantly increase your chances of catching it.

Zapdos appears at Level 50, so having a team around Level 55 or higher will make the battle much safer.
Higher-level Pokemon can better withstand Articuno’s powerful Eletcric-type attacks and help weaken it without accidentally knocking it out.
EXP Farming Guide: How to Level Up Fast
Status conditions make Legendary Pokemon much easier to catch. Bringing a Pokémon that can inflict Sleep or Paralysis will greatly improve your chances of capturing Zapdos once its HP is low.
Zapdos can be found deep inside the Power Plant on Route 10. After navigating through the abandoned facility, you’ll reach the chamber where the Legendary Pokemon is waiting.
Save your game before interacting with Zapdos, then weaken it carefully before attempting to capture it.
