Moltres is found at the summit of Mt. Ember in One Island, reachable only after beating Blaine and reaching the Sevii Islands. Prepare for the battle by storing at least 50 Ultra Balls in your Bag, and training your Pokemon to lv. 55 to get the lv. 50 Moltres.

Before attempting to catch Moltres, make sure you have Surf. These Hidden Machines are needed to reach the depths of Mt. Ember on One Island in the Sevii Islands.
You will gain access to this area after progressing through the main story and visiting the Sevii Islands in the post-game.
List of All HMs and How to Get Them

Moltres is a Legendary Pokemon, which means it has a very low catch rate. Bringing a large supply of Ultra Balls will significantly increase your chances of catching it.

Moltres appears at Level 50, so having a team around Level 55 or higher will make the battle much safer.
Higher-level Pokemon can better withstand Articuno’s powerful Fire-type attacks and help weaken it without accidentally knocking it out.

Status conditions make Legendary Pokemon much easier to catch. Bringing a Pokémon that can inflict Sleep or Paralysis will greatly improve your chances of capturing Moltres once its HP is low.

Moltres can be found at the summit of Mt. Ember on One Island in the Sevii Islands. After climbing through the volcanic pathways, you’ll eventually reach the area where Moltres awaits.
Be sure to save your game before interacting with it, then carefully weaken the Legendary Pokemon before attempting to capture it.
