Dratini can be found mostly in the Safari Area and can also be bought at the Game Corner.

Dratini can be obtained at the Celadon Game Corner by purchasing them from the rewards counter. Unlike most other purchases, they can only be bought using the Game Corner's coins, meaning you will need to either farm coins by playing the slot machines, or by purchasing a ton of coins with Poke Dollars.

You can purchase Dratini for 12 or 19 nuggets depending on the game version. Each nugget sells for 5,000 Poke Dollars, with 10,000 being required to get 500 Game Coins from the Main Counter.
If you didn't do the Nugget Bridge exploit, consider duplicating nuggets instead via the Mail Glitch method.
