The Stalact can be fought in Monoco's Station. This boss battle takes place after you duel Monoco in his eponymous area. Walk towards the arch with burning ground, and head under it to find the Stalact.

The Stalact's main gimmick is its ability to swap between a Fire and Ice Stance, which will make it absorb the element it currently possesses. It will then become vulnerable to the other element that its form isn't in.
Be sure to adapt your attacks accordingly. Lune can be a good choice for this fight as she has access to both Fire and Ice innately.
Lune Best Builds and Attributes

During the fight, Monoco will teach you how to use Gradient Attacks. These are powerful attacks that consume the Gradient Charge resource, which is acquired by spending AP in battle.
These attacks do significantly more than normal skills, both damage-wise and utility-wise, so utilize them as much as you can in this fight to take the Stalact down quickly.
