If you normally hit for 100 damage, two hits would deal 200 damage. With this picto, a high and low hit would deal 50 + 200 = 250 damage. So this picto increases damage by 25% on average. Note that if you're close to the 9999 damage cap, this picto could actually decrease average damage.

Don't know why this is included in some of the lists of damage increasing pictos. A 50% chance of doing either half DMG or double DMG results in no overall change.
