From the Open Playground Expedition Flag in Verso's Drafts, head north and you should be able to find the 3 Half-Baked Gestrals in a shallow pond with some toy boats. Speak to them and they'll ask for your help in retrieving the toy boat that they lost.

Find the Toy Boat Behind the Waterfall

From the location of the 3 Gestrals, go left and drop down from the waterfall nearby. Enter the cavern behind the waterfall to find the Toy Boat quest item at the far end.
