How to Find The Carousel
North of Monoco's Station
The Carousel is located north of Monoco's Station after exiting through the portal inside the station. Upon arriving at a snowy area north of the station, continue heading north towards the carousel to find the entrance to the area.

The Carousel Ice Spikes Puzzle

The main point of interest in this area is a creature named Grandis and a long-forgotten amusement park with a Carousel in the center. Grandis will mention that it cannot spin because of the ice that accumulated in its structure.
Head towards the carousel and destroy the ice spikes with strike to restore its functionality. There are three ice spikes in total, and clearing all of them will complete the Grandis' request.
Talk to Grandis
Once the Carousel starts moving and playing music again, talk to Grandis to get the French Bob Haircut for Maelle in additon to backstory for the events behind the Carousel.

This is a list of all Rest Point Flags that are used to fast travel from one point of an area to another.
The Carousel Music Records
Le Grand Cafe de Lumiere
This area has a Music Record containing the song Le Grand Cafe de Lumiere. This item is located near the Expeditionary Flag, move further and look left to find a small cave-in with the record inside it.
This can then be used in a Campsite by going to the phonograph behind the fireplace.
The Carousel Haircut Locations

The Bob Haircut for Maelle can be obtained by talking to Grandis and listening to the lore of the Carousel. It will offer to style your hair, unlocking this haircut afterwards.

Grandis
Grandis is the only NPC in the area and will request you to help him with clearing the ice off the Carousel. Helping him and making the Carousel move rewards the player with some backstory and Maelle's haircut.
To the north of him lies some boxes, break it to find a Colour of Lumina inside.
