Character, Weapon, and Picto Progress Carry Over
Levels, skills, Pictos and Luminas, weapons and upgrades, and all outfits carry over in New Game Plus. Players can start a new playthrough with all progress made to characters, weapons, and Pictos retained.
Everything Else Resets
Quest items (like the Old Key) and collectibles (like journals and music records), unfortunately do not carry over to new game plus.
Side quest progress and relationship levels also reset in a new run. You'll need to put some hours into the game again, but at least you can try out different quest outcomes and romance different characters this time around!
New Game Plus Rewards and Unlocks
A Baguette, More Renoir Outfits, and New Equipment Upgrades
Other than the character and equipment progress you retain, you'll also unlock new game plus-exclusive content, like the Baguette weapon, Renoir outfits for Gustave, and more Picto and weapon upgrades.

Is New Game Plus Worth It?
Yes, But There's No New Content
If you're a completionist, then you absolutely should play NG+, but if you're at the point of one-shotting enemies and you're looking for a greater challenge, then you might find NG+ a bit dull...

Pros: More Equipment, Challenges, and Appreciation for the Story
Since you retain character and equipment progress, and unlock new weapons, upgrades, and better enemy drops, you'll get stronger with each NG+ playthrough. You'll need the buff because enemies get stronger too, getting more HP and dealing more damage with each successful NG+ run. It's a good way to get more challenges out of the game.
NG+ is also a good opportunity to spot the nuances in the storyline, and make sense of subtle foreshadowings and character motives. While there aren't any new missions or quests, you get alternate cutscenes and a deeper understanding of the game's lore.
Cons: No New Major Content
Unlike other games, NG+ replays don't unlock secret areas, bosses, or endings, so the storyline stays the same. If you cleared out all of the side content on your first playthrough, you've already experienced everything the game has to offer.
There's also no significant changes to combat other than increased enemy health and damage, so gameplay could get a bit repetitive.
How to Unlock New Game Plus
Beat the Game Once
You can unlock New Game Plus by beating the game once. After clearing Act 3, defeating the game's final boss, and viewing any of the endings, you'll unlock NG+.
Afterwards, head to any Expedition Flag and select New Game+ to start a new playthrough.
