The Bruler Merchant is located in Coastal Cave, which you can visit after reaching Act 1 of the game. It's recommended that you go out of your way to purchase this merchant's items as it could help you in your next encounters.

You can find Bruler as soon as you enter the clearing inside the Coastal Cave, just past the Forge rest point.
