The Chromatic Boucheclier can be found in the Isle of the Eyes. You must first shoot all three eyes in the area, which will extend a bridge that leads to the Chromatic Boucheclier.

How to Beat Chromatic Boucheclier
Bring Shield Breakers
The Chromatic Bouchecier will always start fights with multiple shields. As such, it is important to bring shield breakers so you don't spend turns and AP removing the shields. Examples of shield breakers include Maelle's Breaking Rules Skill and Barrier Breaker, as well as shooting with any character.
Do Not Attack its Allies When it Prepares its Counterattack
Whenever the Chromatic Boucheclier prepares a counterattack, make sure to avoid attacking its allies, as doing so will cause it to use a powerful attack.
Alternatively, you can intentionally trigger the counterattack for free parry damage.
Use Fire or Dark Damage
The Chromatic Boucheclier is weak to Fire and Dark damage, so bringing Fire and Dark weapons is a good move, especially if you counter with them.
