Found in Ministry of Culture
Minster Screw and Donk is located in the Ministry of Culture, Dissected Plateau in The Fadefields. He appears as a boss encounter in the side mission, The War on Mercenary Day.
Minster Screw and Donk can also be repeatedly farmed after you complete The War on Mercenary Day. Return to the location after the main mission and spend cash at the Moxxi's Big Encore Machine near the entrance of the boss arena to re-farm it.

Use a Variety of Weapons
Both Minister Screw and Donk have three health bars, with Donk having a one Shield and two Armor bars, and Minister Screw having one Shield, one Armor, and one Flesh bar. As such, using a variety of weapons will help you defeat them easily.
Bring a Shock weapon to take down their Shields, a Corrosive weapon to melt their Armor, and an Incendiary weapon to burn through their Flesh. Alternatively, you can also bring a Cryo weapon as it is strong against Armor and normal against Flesh.
Defeat Donk First
Donk is able to summon a dome shield that protects Minister Screw from any damage coming from outside the dome. As such, it is better to defeat Donk first to disable this protective shield.
Use the Grapple to Escape Black Hole
Minster Screw has an attack that summons a powerful black hole, capable of pulling you toward its center. To escape from it, you can use the grapple hooks located above the center of the arena. This will pull you out of the black hole and prevent any damage it may have dealt to you.
