Rooker can be unlocked and equipped by exchanging 10 Vault Card Tickets from the Happy Mercenary Day Vault Card.

The Happy Mercenary Day Vault Card is available as part of the Bounty Pack 1 update, and is free for all players. You can earn Vault Card Tickets by playing through the game and completing daily and weekly challenges.
