You can purchase the It's The Thought That Counts weapon skin from the Happy Mercenary Day! Vault Card for 8 Vault Card Tickets. This is available with the Bounty Pack 1 DLC. You can get Vault Card Tickets by playing through the game and completing daily and weekly challenges.
