Complete The Mole's Gambit side mission to unlock the Cursed to Live head for Harlowe. In order to get this side mission, you'll first need to complete its prerequisite missions as listed:
- Unpaid Tab (main mission)
- Enter the Electi Pt. 1
- Enter the Electi Pt. 2
- The Council Divided
- A Traitor Within
Once you've completed A Traitor Within, you can accept The Mole's Gambit from Levaine in Carcadia.
