Found via the Itemfinder in Two Island
The PP Max item can be found in Cape Brink of Two Island in an isolated dirt patch just below the waterfall. Use the Itemfinder to get the item.

| Description | Raises the PP of a selected move to its maximum level for one Pokemon. |
The PP Max item maximizes the PP of any move for a Pokemon. This is equivalent to three PP UPs when used. Make sure that you don't stack it on top of other PP UP items, as you'll essentially waste its value.
