Abra can be found mostly in Routes and can also be bought at the Game Corner.

Abra can be obtained at the Celadon Game Corner by purchasing them from the rewards counter. Unlike most other purchases, they can only be bought using the Game Corner's coins, meaning you will need to either farm coins by playing the slot machines, or by purchasing a ton of coins with Poke Dollars.

You can purchase Abra for 1 nugget regardless of the game version. Each nugget sells for 5,000 Poke Dollars, with 1,000 being required to get 50 Game Coins from the Main Counter.
If you didn't do the Nugget Bridge exploit, consider duplicating nuggets instead via the Mail Glitch method.

Abra will automatically use Teleport once it gets to move in battle. The best way to capture it is by throwing a Poke Ball immediately once the battle begins.
Diglett

Have Diglett as your starting Pokemon when searching for Abra. Its ability, Arena Trap, prevents Abra from teleporting out of the battlefield.
You can use Status Effects to prevent Abra from teleporting away. Use skills like Sleep Powder to capture Abra easily!
