You can obtain Scizor in the post-game by trading a Scyther while it is holding a Metal Coat. This evolution method only becomes available after completing the main story and unlocking post-game areas.
As a note, Scizor is exclusive to Pokemon FireRed. If you're playing the other version of the game, you won't be able to find them naturally, and will have to trade for them instead.
