One Island is a location found in Pokemon FireRed and LeafGreen (FRLG). See an overview for One Island, including its connecting areas, as well as any Pokemon, Trainers, Shops, and Items that can found here.
After defeating Blaine at the Cinnabar Island Gym, Bill will show up and ask you to go with him to the Sevii Islands. Agreeing with him will automatically take you to One Island, and you can always talk to him later at the Cinnabar Pokemon Center to go there if you said no.
How to Beat Blaine: Cinnabar Island Gym
Once you've received the Tri Pass after the events at Sevii Islands, you can return to One Island at any time by talking to the sailor at the port in Vermilion City.
