Players can only capture one of the Roaming Legendaries and its appearance is dependent on your chosen starter. Entei will only appear in the game if you chose Bulbasaur as your starter.

Defeat the Elite Four and Champion to enter the Hall of Fame. After becoming Champion and completing the game, visit the Sevii Islands and retrieve the Ruby and Sapphire.

To obtain the National Dex, talk to Professor Oak in Pallet Town after reaching Sevii Islands and registering at least 60 Pokemon in the Kanto Dex.

Walk Through Grass with Repels

Walk Through Grass with Repels

It is recommended to have your first Pokemon in the party at Lvl. 49 or lower. Use a Max Repel or Super Repel to filter out higher level Pokemon like the Legendary Beast.

The best area to run around grass is the Route 2 grass area south of Pewter City. Run around the grass for 15-20 seconds, then enter and exit Pewter City to change the beast's location. Repeat the process until you encounter Entei.

How to Use Repel

Battle and Catch Entei

Entei will appear at Lvl. 50. Save the game before running around the grass if you want to soft reset for better stats or a Shiny encounter.

The Master Ball is your best choice to guarantee its capture since their appearance is random compared to other legendaries, especially when Entei has Roar that lets them flee the battle.
