You can get the Tea drink from a woman in the Celadon City Pokemon Mansion to give to the thirsty guard in Pokemon FireRed and LeafGreen (FRLG). See how to get Tea, how to use Tea, and its effects here!
List of Contents

Players can obtain the Tea from an elderly lady in the first floor of the Celadon Mansion, located east of the Celadon Department Store.
Speaking with her will give you the Tea key item, which allows you to get past the gates leading to Saffron City.

Once you enter Saffron City from Route 5, Route 6, Route 7, or Route 8, a guard will stop you saying that the road is closed and that he is thirsty.
If you have the Tea with you, the Guard will allow you to pass in exchange for the drink.
